General Program Eligibility
To participate in the Landscape Incentive Program, applicants must meet the minimum eligibility requirements and provide the following documentation:

A minimum project area of 200 sq ft is required. Multiple areas may be combined to meet this requirement.
Photos showing the current state of the project area must be uploaded with the application.
A landscape design or drawing showing the project area and proposed improvements must be uploaded.
A recent water bill must be uploaded to verify active retail water service at the property.
An initial site visit must be completed and approved before any work begins and before any lawn is removed.
Participants are solely responsible for ensuring their project complies with all applicable city ordinances, permits, zoning requirements, and HOA rules.

Lawn Replacement

Incentive Rate: $3.00 per sq ft

Drip emitters must not exceed a flow rate of 5 gallons per hour.
Drip emitters for trees may be up to 20 gallons per hour when installed on a dedicated zone.
Only one type of drip irrigation per zone (point source or inline) is permitted.
Micro-sprays, bubblers, and soaker hoses are not permitted as drip irrigation.
Planting beds in the converted area must have drip irrigation, on dedicated irrigation zones that are not connected to overhead spray.
Drip irrigation must be properly installed and be accompanied by a filter and pressure regulator.
Irrigation must be operational and accessible for testing during the final visit.

New Construction

Incentive Rate: $1.00 per sq ft

• Only full backyard projects are eligible.
• The backyard must be previously unlandscaped.
• The home must have been constructed within the last five years.
• There is no minimum square footage requirement, however the entire backyard must meet program requirements.
• A landscape design must be approved prior to installation.
• Irrigation must be operational and accessible during the final visit.

Incentive Rate: $1.50 per sq ft
(for the designated backyard project areas)

• Participants may qualify for the higher rate if the entire lot is landscaped and meets program requirements.
• Total lawn across the entire lot may not exceed 35%.
• A landscape design must be approved before installation.
• Final inspection must verify compliance across the entire lot.

Incentive payment is only made on the designated backyard project area, even though the whole lot must be compliant.

• A final inspection visit is required.
• The legal agreement and IRS W-9 form must be signed and returned prior to payment.
• Projects must be completed within 12 months of approval (or by May 1 if the deadline falls between Nov 1 and Apr 30).
• Failure to maintain compliant landscaping after payment may result in repayment of the incentive.
