General Program Eligibility
To participate in the Landscape Incentive Program, applicants must meet the minimum eligibility requirements and provide the following documentation:

  • A minimum project area of 200 sq ft is required. Multiple areas may be combined to meet this requirement.
  • Photos showing the current state of the project area must be uploaded with the application.
  • A landscape design or drawing showing the project area and proposed improvements must be uploaded.
  • A recent water bill must be uploaded to verify active retail water service at the property.
  • An initial site visit must be completed and approved before any work begins and before any lawn is removed.
  • Participants are solely responsible for ensuring their project complies with all applicable city ordinances, permits, zoning requirements, and HOA rules.

This is a single application that covers multiple landscape incentive programs, including Lawn Replacement, Switch to Drip, Treebate, and New Construction. You do not need to submit separate applications — simply select all the programs you'd like to apply for within the same application.

Lawn Replacement

Incentive Rate: $3.00 per sq ft

Switch to Drip

Incentive Rate: $1.00 per sq ft

Treebate

Incentive Rate: $50.00 per tree

(maximum 10 trees per property per year)

New Construction — Backyard

Incentive Rate: $150 per fixture

New Construction — Whole Lot Compliance

Incentive Rate: $100 per controller

Toilet Replacement

Incentive Rate: Up to $150 per fixture

Smart Controller:

Incentive Rate: $100 per controller

• A final inspection visit is required.
• The legal agreement and IRS W-9 form must be signed and returned prior to payment.
• Projects must be completed within 12 months of approval (or by May 1 if the deadline falls between Nov 1 and Apr 30).
• Failure to maintain compliant landscaping after payment may result in repayment of the incentive.
